Messiah would be declared the Son of God.
Old Testament Scripture. Psm. 2:7
New Testament Fulfillment. Mat. 3:16-17
Psm. 2:7 I will declare the decree: the LORD hath said unto me, Thou art my Son; this day have I begotten thee.
The psalmist now spoke of God’s affirmation of the king to show by what right the king rules. The decree refers to the Davidic Covenant in which God declared that He would be Father to the king, and the king would be His son. So when David became king, God described their affiliation as a Father-son relationship. So the expression “son” took on the meaning of a messianic title.
The Messiah declares the gospel.

You are My son (cf. NIV marg.), quoted from the Davidic Covenant (2Sam. 7:14), is appropriated here by the king to show his legitimate right to rule. Today then refers to the coronation day, and the expression “I have begotten you” (NIV marg.) refers not to physical birth but is an extended metaphor describing his becoming God’s “son.”

1) you (second person singular masculine)
Part of Speech: personal pronoun
This refers to the incarnation when the second person of the Divine Trinity took a human body to redeem (Php. 2:5-11; Isa. 7:14; 9:6). It was when God had a Son through Mary (Mat. 1:18-25; Luke 1:35; John 1:14). This happened on a certain day: "This day have I begotten thee" (Heb. 1:5-7). Therefore, we can say that God had a Son before this time. This proves that son-ship in connection with God here to refer to humanity and not to deity.

This was fulfilled when the virgin conceived "of the Holy Ghost" (Mat. 1:20), not at any other time. To say that God had an eternal Son would mean He had two; but it is plainly stated that Jesus was "the only begotten of the Father" (John 1:14, 1:18; 3:16-18; 1Jn. 4:9).

The Baptism of Jesus
Mat. 3:16 And Jesus, when he was baptized, went up straightway out of the water: and, lo, the heavens were opened unto him, and he saw the Spirit of God descending like a dove, and lighting upon him:
The significant thing about the baptism of Jesus was the authentication from heaven. As Jesus came up out of the water… the Spirit of God came down on Him in the form of a dove. As One went up, the Other came down. A voice from heaven - the voice of God the Father - said, This is My Son, whom I love; with Him I am well pleased (cf. Eph. 1:6; Col. 1:13). God repeated these words about Christ on the Mount of Transfiguration (Mat. 17:5). All three Persons of the Godhead were present at this event: the Father who spoke of His Son, the Son who was being baptized, and the Spirit who descended on the Son as a dove. This verified for John that Jesus is the Son of God (John 1:32-34). It was also in keeping with Isaiah’s prophecy that the Spirit would rest on the Messiah (Isa. 11:2). The descent of the Holy Spirit empowered the Son, the Messiah, for His ministry among people.
out of the water... Would such statements as "out of the water" (Mark 1:10), "they went down both into the water ... they were come up out of the water" (Acts 8:38-39), and others express baptism by burial or by sprinkling?
Mat. 3:17 And lo a voice from heaven, saying, This is my beloved Son, in whom I am well pleased.
God claims Jesus as His own Son (cp. Mat. 17:5; John 12:28; Heb. 1:1-4).
